Personally I think the answer is in the genetics, but I dislike genetics emensly so I tend to simply document the loopholes and go on.
I'll add you to the list of people to be careful of phasing around, since my powers tend to disrupt electronics (assume your cybernetics are electronic in nature, because mechanical would be awkward and so very 19th century.)
