But seriously, how hard WOULD it be to take over a small state or even a small country and claim it as a mutant homeland? Or even do it diplomatically, just assign a "homeland". I mean, they did it with Israel back half a century ago, what's to say that couldn't be done for a mutant homeland?

Not that I'd advocate it - I mean, look how horribly it's gone over in the Middle East - but really, who thinks it couldn't be a feasible occurrence in the next, oh, twenty years?

State, no, because then you'd have the rest of the country on you. Plus, if it were a country, you'd have to make sure it didn't have any nuclear-powered allies.

Or, it'd just be a bad idea in general, because if a mutant took over a country, then the whole wide world would be all OMGWTFBBQ!!!!11!!!eleventy-!1!!!!111 and we'd all be put into "protective" custody.
